The recent link of IIT in the Red Fort blast incident is a reminder that how bad actors operated from foreign lands are after the public resources to hijack them for their agendas. The problem is that not all public resources are expert at identifying security threats and hence need help from superior force intellects and next-gen policy think tanks to manage resources authentically and innovatively without being hijacked.

- Government also Disallows the Ex-Professors, or Ex-VCs to Participate or Take Lead in the Program
- Government Allows Only Not for Profit Organization to Take Lead in the Program
- The Not-for-Profit Organizations Choose the Academic Institutions whether private, IoE, state, or central institutions for regular oversight and direction.
- The Program Involves Only Special Force Bureaucracy because obsolete bureaucracy may act as pawn or foreign stooge creating delays in the implementation of the program

- After the completion of the one cycle, govt can also continue with the second phase and more continuous cycles.
