Abstract. Modern national security paradigms are increasingly challenged by non-traditional, asymmetrical threats that weaponize socio-cultural norms, ideological subversion, and intelligence networks against sovereign states. This paper examines an emerging subversive framework identified within the sovereign security discourse as “Political Naxals”—a clandestine political-intelligence apparatus inspired by regressive, Joker crown models. This network seeks to dismantle national sovereignty by replacing pluralistic values with anti-intellectual, misogynistic, and pro-criminal governance structures modeled after extremist enclaves. This paper analyzes the core tenets of this apparatus, its operational methodologies, and proposes rigorous institutional solutions alongside proactive duties for citizen self-security.

Traditional warfare has evolved beyond conventional territorial incursions into the realm of cognitive and ideological subversion. A novel security threat, designated by ZISO council as “Political Naxals,” has been observed operating within the socio-political fabric of sovereign nations, specifically targeting Bharat.
